HTTP/3: quic-qpack term updates.

Renamed header -> field per quic-qpack naming convention, in particular:
- Header Field -> Field Line
- Header Block -> (Encoded) Field Section
- Without Name Reference -> With Literal Name
- Header Acknowledgement -> Section Acknowledgment
