### Pull Request Readiness Checklist
Create a Pull Request template In addition to the Issue template which is far more important i would like to add this so issues will get closed after merging related PRs rather than being reliant on the reviewer. If someone want to add something here feel free.

Merge pull request #18073 from vpisarev:apache2_license changed OpenCV license from BSD to Apache 2 license * as discussed and announced earlier, changed OpenCV license from BSD to Apache 2. Many files still contain old-style copyrights though * changed wording a bit; preserve the original OpenCV BSD license
