Optimize decolor in photo (#10997)
* optimized cv::decolor by removing vector.push_back * restored CV_INSTRUMENT_REGION() and original indent * fix build warnings in contrast_preserve.hpp * undo refactoring contrast_preserve.cpp/hpp
