Documentation transition to fresh Doxygen #25042
* current Doxygen version is 1.10, but we will use 1.9.8 for now due to issue with snippets (https://github.com/doxygen/doxygen/pull/10584)
* Doxyfile adapted to new version
* MathJax updated to 3.x
* `@relates` instructions removed temporarily due to issue in Doxygen (to avoid warnings)
* refactored matx.hpp - extracted matx.inl.hpp

Notes:
- Use `OPENCV_JAVA_IGNORE_ANT=1` to force "Java" flow for building Java bindings
- Java tests still require Apache ANT
- JAR doesn't include `.java` source code files.

Documentation generation refactoring (#10621)
* Documentation build updates:
- disable documentation by default, do not add to ALL target
- combine Doxygen and Javadoc
- optimize Doxygen html
* javadoc: fix path in build directory
* cmake: fix "Documentation" status line
Based on pull request #31 (thanks to Eric Christiansen)
Support for Java is turned off by default and can be enabled setting
BUILD_opencv_java to ON (e.g. cmake -DBUILD_opencv_java=ON ..)
