Add `getEncoding` method to obtain ECI number 2. Add `detectAndDecodeBytes`, `decodeBytes`, `decodeBytesMulti`, `detectAndDecodeBytesMulti` methods in Python (return `bytes`) and Java (return `byte[]`) 3.
