OPENCV_OCL4DNN_FORCE_AUTO_TUNING should ignore existed configuration from:
- builtin predefined configurations (for Intel OpenCL iGPUs)
- external configuration (via OPENCV_OCL4DNN_CONFIG_PATH)

Prefer external configuration over builtin.
