Remove old comments for exceptions
...
Exceptions are no longer used.
Remove also some history comments and fix several comments.

Replace FLOAT32 by float data type
...
On most systems float is the IEEE 754 single-precision binary
floating-point format (32 bits). Tesseract does not support other systems.
