The package python3 provides a python interpreter that supports virtual environments:

    >tools\python3\python.exe -m venv c:\path\to\venv
    >set VIRTUAL_ENV=c:\path\to\venv
    >set PATH=c:\path\to\venv\bin;%PATH%
    >set PYTHONHOME=
