[Outcome] update to v2.2.0 release. (#17362) * Outcome v2.2.0 release. * LLFIO matching updated Outcome and its dependencies at https://github.com/microsoft/vcpkg/pull/17362. Also update usage docs, because a user complained about their incompleteness.
