[cgltf] update to v1.14 (#38837)

Fixes #38772
Update port cgltf to the latest version 1.14

Note: no feature need to test

- [x] SHA512s are updated for each updated download.

- [x] The version database is fixed by rerunning `./vcpkg x-add-version
--all` and committing the result.
- [x] Only one version is added to each modified port's versions file.
