Fixes#36762, update `winreg` to 6.1.1.
No featrue needs to be tested, the usage test passed on `x64-windows`
(header files found):

winreg is header-only and can be used from CMake via:

target_include_directories(main PRIVATE ${WINREG_INCLUDE_DIRS})
```

* Bulk remove vcpkg_fail_port_install calls.
Interesting ones have been split out into separate reviews, where "interesting" means "anything more than just deleting the call to vcpkg_fail_port_install",
