Fix one of https://github.com/microsoft/vcpkg/issues/32398 issue.
Fixed the issue of prompting that pulse and pulse-simple cannot be found
when compiling feature pulse on Linux.

Compile test pass with following triplets:

Usage test pass with following triplets:

```
* [many ports] call vcpkg_fixup_pkgconfig()
The ports generate pc files, but don't call vcpkg_fixup_pkgconfig() so that there are absolute paths in the pc files
* Update port-version for armadillo and polyclipping.
* Update version database.
