Add port - libosdp (#37556)
This patch adds a port for libosdp - a cross-platform open source
implementation of IEC 60839-11-5 Open Supervised Device Protocol (OSDP).
The protocol is intended to improve interoperability among access
control and security products. It supports Secure Channel (SC) for
encrypted and authenticated communication between configured devices.

[libmagic] Explicitly toggle features. (#37459)
Libmagic supports some compression libraries that by default are enabled
unpredictably, if they are found in the system. This PR adds features to
the port that enable support for these compression libraries, and makes
sure the features are disabled if not specified.

Validated by building the port with all features enabled on Windows and
Linux, and importing it in a project with static library linkage on
Windows.

The update to version 5.6.0, includes the following changes
* the patches were adapted for changes in the new version (I cannot
check if the patch for iOS support was adapted correctly)
* the new tools `lzmadec` and `lzmainfo` are handled in the same manner
as the existing tools `xz` and `xzdec`
* ~nls was disabled to sidestep an issue with installing the man pages~
* ~a new feature `nls` was added to enable native language support. This
was necessary to handle a new optional dependency on `gettext` so that
the existing `tools` feature continues to work.~
* nls support was not added, yet. See discussion below for details.

I have successfully built 
* `liblzma:x86-windows`,
* `liblzma:x64-windows`,
* `liblzma:x64-linux`, 
* `liblzma[tools]:x64-linux`,

Note that `tools`  is not supported on `windows`.

[libmad] Fix WASM build by disabling asm-based optimizations (#37088)
Fixes #37087

This disables architecture-specific optimizations when targeting WASM.
The root issue is that `libmad`'s CMake configuration seems to detect
WASM as an Intel CPU (via `CMAKE_SYSTEM_PROCESSOR`) and then tries to
use arch-specific assembly, which results in the build errors from the
linked issue.

I found the offical tutorials not work because the uridecodebin plugin
can not handle https uri. Then I found that soup plugins is disabled. So
I update the gstreamer to enable it. The gstreamer compiled successfuly
without new port which I add. However the soup plugins will not work
without libsoup. So I add the port libsoup. And it depend on libpsl and
glib-networking. The glib-networking is a gio module. To make it work,
we should set env GIO_MODULE_DIR to the plugins dir which
glib-networking dll live in. And now I uridecodebin works properly.
By the way, how vcpkg deal with plugin dll? I put them to a plugins dir
just like gstreamer. However to use them is a hard work. For a gio
module, we have to set the env GIO_MODULE_DIR to the dyamic library
location.

[libpq] Delete gendef.pl related patches (#36992)

Delete the patch of gendef.pl in
`vcpkg\ports\libpq\windows\msbuild.patch`. Because starting with
PostgreSQL 16, the "Win32" patch is no longer valid, the command line

[libid3tag] Add version 0.16.3 (#35954)
Add's Tenacity's libid3tag (originally by @Be-ing) port with some
modifications, including a hashable source, correct usage text, and
using `vcpkg_install_copyright()`.

This is similar #15991, but this port is smaller, does not feature any
patches, and uses 0.16.3.

Note: the usage text may be wrong, which is why this is a draft PR at
the moment. Once I can confirm the usage text is correct, I'll mark this
as ready.

x265 is still included as a default feature when installed as:

but to avoid linking to a GPL library, x265 can now be optionally

Drop the complex and undermaintained build system vendored into the

Use msbuild for windows, and autotools otherwise.

Delete broken version database entries. (#34078)
Under normal circumstances, things can't be removed from the version database, because that breaks outstanding references to those versions. However, these entries can't be parsed in the first place which means nobody can be depending on them being there. (Usually this comes from accidentally merging PRs that add multiple versions, such as 8184c5e06c https://github.com/microsoft/vcpkg/pull/31859 )
