Deprecate `vcpkg_*_cmake` in favor of `vcpkg_cmake_*` from the
`vcpkg-cmake` port, as well as `vcpkg_fixup_cmake_targets`
in favor of `vcpkg_cmake_config_fixup` from the
`vcpkg-cmake-config` port.
