Fixes `OUTPUT_VARIABLE`, `ERROR_VARIABLE`.
vcpkg always wants logfiles. CMake (`execute_process`) doesn't send
stdout/stderr to files and variables at the same time, and even "the
precedence is not specified". So simultaneous output has to be handled
in `vcpkg_execute_required_process`.
At this occasion, port the arguments for stripping trailing whitespace.
`tensorflow-common` implicitly relied on the broken behavior. I chose
the minimal fix: drop the pointless calls, just set the empty value.

some OSX compiler. Patch usage of changed protobuf features most
importantly removal of `SetLogHandler`, tbd whether this patch is
acceptable with upstream.
* **cld3** Use CONFIG to find protobuf to propagate dependent abseil
libs and cxx14 correctly.
* **ecal** Use CONFIG to find protobuf. Use PUBLIC when linking it.
* **gamenetworkingsockets** Add `-DCMAKE_FIND_PACKAGE_PREFER_CONFIG=on`
for protobuf.
* **gz-transport12** Update to fix usage of removed protobuf features.
* **ignition-msgs1/5/6** Remove protobuf version check which is confused
by the duplicate versioning scheme (v25.1 vs. 3.25.1 vs 4.x). Why are we
even maintaining this no longer maintained major version of this port? I
would welcome a more strict policy on removing ports/adding them to
ci.baseline.txt
* **ignition-transport4/8/9** Same as above + cherry-pick a protobuf
deprecation patch.
* **libprotobuf-mutator** Cherry-pick two commits to address altered
protobuf functionality. Add CONFIG and PUBLIC to protobuf handling in
CMake.
* **marble** Explicitly set protobuf to not found since it is not part
of the vcpkg.json but is made available transitively but another
dependency.
* **mysql-connector-cpp** Several CMake changes and removal of
protobuf::SetLogHandler patch.
* **openvino** Find protobuf using CONFIG
* **osgearth** Link libraries using PUBLIC and link with
protobuf::libprotobuf instead of Protobuf_LIBRARIES
* **paraview** Find protobuf using CONFIG and remove version check
* **pulsar-client-cpp** Add protobuf linkage to PULSAR_OBJECT_LIB.
Simplify protoc patch. Remove -Werror.
* **shogun** Update and patch as much as possible. Users are required to
override bitsery version to 4.x to use shogun since it does not support
5.x provided by vcpkg. Therefore add shogun to ci.baseline.txt.
* **srpc** Update and fix static crt linkage. Patch protobuf linkage and
remove hardcoded `-std=c++11` flag. Protobuf requires c++14 and CMake
does not recognize the hardcoded c++11 flag and will therefore not add a
c++14 flag when the compiler uses c++14 by default.
* **upb** Update to align version with protobuf/grpc and use new github
repo. Patch usual CMake mess (they do not support CMake officially)
which should probably be `unofficial-upbConfig.cmake` but I didn't dig
into downstream implications so I kept it at `upbConfig.cmake` as
before.
* **utf8-range** Update to allign version with protobuf.
while playing with qtbase on x64-uwp i found that it could not pass a
try_compile command since important variables are not correctly
forwarded. As such I concluded that the handling of try_compile in vcpkg
is completely wrong.
If a call to `vcpkg_replace_string` makes no changes i.e doesn't
effectively replace a string, A warning is logged.
This should also help identify ports that no longer need these calls to
fix things in `.pc` files etc.

Avoid wrong use of popular but ambiguous variables (`WIN32` etc.) in
scripts and portfiles by detection in CI.
Sometimes the variables are used wrongly, and sometimes this isn't
caught in PR review. This PR tries to catch those variables (when in the
active code path in script mode). [This can happen to every
contributor](https://github.com/microsoft/vcpkg/pull/34356#discussion_r1360074122),
even if he/she knows the rules ... vcpkg is raising the bar higher than
usual, having to deal with targets and hosts even in script mode.
(`b2-options.cmake` (boost fragment) shows where we get if we don't pay
attention: the same code being used in script mode (`WIN32` meaning
host) and in project mode (`WIN32` meaning target).)
The new check doesn't break any user builds because it relies on command
line options. However it changes the ABI hashes.
Fixes#38764, update `7zip` to 24.06.
No feature needs to be tested, the usage test passed on
`x64-windows`(header files found):

- Change homepage URLs to point to documentation instead of GH.
- Allow encoding alternative propagation of `supports`/`platform` so
that changes don't need to be selected manually.
- Allow to suppress the generated dependency `platform` expression when
a dependency is non-optional.
(`boost-parameter` requires `boost-python`, and the dependency
transitively determines the supported platforms of the dependent port.)
- For port `boost`, generate `platform` expression from transitive
`supports` limitations.
(`boost-parameter` platform expression must account for `boost-python`.)
This fixes port `boost` for uwp. And so it can now be directly
referenced from `vcpkg-ci-boost` which is already enforced to `pass` in
ci.baseline.txt. 🎉
- Restores sorting of `$portData`.
- Use the same tarball download area and naming as `vcpkg install`.
This PR doesn't include the updates to `boost-container` (#38806),

1. Apologies for the _huge_ PR, but these packages are interdependent,
making it difficult to separate them into individual PRs.
2. The main focus of this PR is to update the following ports: folly,
fizz, wangle, proxygen, mvfst, and fbthrift. Additionally, rsocket needs
to be updated due to its reliance on folly. It is concerning that
rsocket has not been updated since 2021, while folly is actively
developed and maintained.
3. This PR also consolidates some patches into a single one, as some
patches modify the same file.
4. I need to include the cachelib package in the CI baseline file
because it depends on the libaio system package. I can achieve a
successful build locally when libaio is installed. Note that cachelib is
also updated to the latest available version.

opencv even has
`message(WARNING "The python module is currently unsupported on Windows
when building static OpenCV libraries")`
In general static python builds don't support extensions on windows as
such a pyd build against a static python can never be used.
What would work -> static extensions linked into a final executable.
There is no proper way to deactivate extensions if python was statically
build on windows.
Two questions remain here:
Should python be build dynamically on windows for static triplets so
that we get a broader CI test? (maybe add a forbidden feature for only
windows&static which allows building the static python instead)
#35084 introduced a regression for native ARM Linux builds where the
toolchain would mistakenly try to reference a cross-compiler (e.g.
`aarch64-linux-gnu-gcc`) despite building natively because vcpkg spells
the architecture differently from what the system reports (`arm64` vs.
`aarch64`).
This fixes the issue by checking whether the
`CMAKE_HOST_SYSTEM_PROCESSOR` matches the target (in CMake's spelling of
the architecture).

gdk-pixbuf](0edaedc560/meson_options.txt (L5)),
however [vcpkg has them
hard-wired](c5da4bafbd/ports/gdk-pixbuf/portfile.cmake (L37)).
Turn `png`,` jpeg` and `tiff` into features, and enable those 3 by
default to preserve compatibility.

The custom CMakeLists.txt in the port installs headers under `rply/` and
expects `#include <rply/rply.h>` correspondingly as the include.
However, the code samples in the RPly project use a plain `#include
"rply.h"` instead: https://w3.impa.br/~diego/software/rply/
This PR adds `include/rply/` to the `target_include_directories()` to
support both conventions.
The project exports only two distinctly-named headers (`rply.h` and
`rplyfile.h`) so the non-prefixed includes causing a collision somewhere
is unlikely.
Also added license info to vcpkg.json and a usage file.
This contains high priority active security things to adopt trusted
launch, and managed identity rather than SAS tokens when minting the
images, and 1ES Hosted Pools.
Some instructions are rough around the edges because I'm not sure
everything is repeatable yet while this is all in flux...
Previously the REQUIRED flag made CMake fail with an error if
`powershell` wasn't found on line 193. This prevented the `else` block
on lines 197-198 from ever running.
While authoring vcpkg_from_git to authenticated servers documentation,
@JavierMatosD and I discovered some failure modes that are not clear in
the output.

This resolves a Service360 alert caused by Ubuntu refusing to make a
security patch publicly available for Ubuntu 22.04 LTS, see
https://ubuntu.com/security/notices/USN-6472-1 .
It seems likely that we will need to reconsider Ubuntu being our
'default' test environment following this type of behavior, since it's
likely vcpkg customers will be similarly affected.

Pass `share/pkgconfig` instead of `debug/share/pkgconfig`: The `share`
location is for config-independent data.
Integrate `CURRENT_PACKAGES_DIR` locations.
Change the function interface to take a CONFIG parameter instead of
prefix list (suggested below).
Use `z_vcpkg_setup_pkgconfig_path` also for `vcpkg_fixup_pkgconfig`
(which already had proper handling of `CURRENT_PACKAGES_DIR` and
`share`).
Remove redundant trailing slash.
Extend unit test.
Fixes consuming `wayland-protocols` and similar.

This update makes skia use vcpkg vulkan. There are still vendored
dependencies (abseil, spirv-*, maybe also dawn, graphite), but I don't
want to touch that now.
