[portmidi] Fix dependency searching (#30265)
* [portmidi] Search for Threads in the CMake config.

Without this, consuming the library in CMake would result in the
following error:

The link interface of target "PortMidi::portmidi" contains:

  Threads::Threads

but the target was not found.

* [portmidi] Cleanup portfile.

- Copy pdbs
- Use vcpkg_install_copyright
- Use ${VERSION}

* [portmidi] Install a usage file.

* [portmidi] Bump port-version.

* [portmidi] Update baseline.

* Bulk remove vcpkg_fail_port_install calls.

Interesting ones have been split out into separate reviews, where "interesting" means "anything more than just deleting the call to vcpkg_fail_port_install",

This removes the need for the patch to get portmidi to build on
macOS.

[portmidi] update to 2.0.1; add Linux support (#22256)
The original PortMidi author moved it to GitHub and made the first
release in many years. The build system now works without hacks.

A huge performance cost was loading the triplet files over and over; instead, we splice the sources into a macro and load it once, then just call that macro for each port.
