[projectm-eval] Add new port (#38550)
This new overlay-port introduces the ProjectM Expression Evaluation
Library, which is a prerequisite for building the ProjectM Library. This
addition is to complement the PR #38535, which aims to address the
external dependency concern.

Updated io_ply.patch so that it applies cleanly.

Additionally, the setting `-DWITH_OPENMP=OFF` is removed because there
does not seem to be a specific reason for it, and in my tests PCL still
built fine if it was removed, see

1. Apologies for the _huge_ PR, but these packages are interdependent,
making it difficult to separate them into individual PRs.
2. The main focus of this PR is to update the following ports: folly,
fizz, wangle, proxygen, mvfst, and fbthrift. Additionally, rsocket needs
to be updated due to its reliance on folly. It is concerning that
rsocket has not been updated since 2021, while folly is actively
developed and maintained.
3. This PR also consolidates some patches into a single one, as some
patches modify the same file.
4. I need to include the cachelib package in the CI baseline file
because it depends on the libaio system package. I can achieve a
successful build locally when libaio is installed. Note that cachelib is
also updated to the latest available version.

PCRE2 JIT compilation is unsupported on iOS as per
https://codereview.qt-project.org/c/qt/qtbase/+/204514

Since our Qt port uses the separately built `pcre2` port (instead of the
bundled version):

...the linked Qt fix doesn't apply to us, so we'll have to disable it
explicitly.

We have an internal Microsoft report of dependency tracking tools complaining about requirements.txt in the Python backend of protobuf after a build. It's just as likely that similar alerts will be fired for other unused language backends. However, they're unused, so we can delete them.

python3: disable tkinter module on posix (#34998)
When running with VCPKG_FORCE_SYSTEM_BINARIES=ON (linux/arm64) then the Python
build will pick up libtk and attempt to build the tkinter module, linking to the
system library and causing either a build failure or an external link
dependency. Fix this by explicitly disabling it as we do for curses.
