[many ports] call vcpkg_fixup_pkgconfig() (#20953) 
* [many ports] call vcpkg_fixup_pkgconfig()

The ports generate pc files, but don't call vcpkg_fixup_pkgconfig() so that there are absolute paths in the pc files

* Update port-version for armadillo and polyclipping.

* Update version database.

[many ports] Support building with MinGW toolchain (#8940)

System include path was added first on compiler command line. This leads to
build failure when there is a tmx.h header file in system include path.

Modify vcpkg_fixup_cmake_targets() (#5459) 
* some libraries export <PackageName>LibraryDepends.cmake
instead of <PackageName>Targets.cmake.
Those file also need the fix of #1044

should close #4753

hopefully solved the issue within #4150
replaced the regex with something more readable
