Force ChakraCore to statically link the CRT ( #4371 )
...
ChakraCore can only dynamically link against MSVCRT currently. To work
around this it's best just to statically link the CRT like official
builds do.

2. fix https://github.com/Microsoft/vcpkg/issues/665 by disable /WX
