Allow uname calls in download mode + Fix handling of files without RPATH (#37129)
... and don't fetch patchelf unless we actually need it. For example
cmake helper ports have no need to fetch patchelf.

In https://github.com/microsoft/vcpkg/pull/36056 , things were changed
to unconditionally patchelf when targeting Linux. Unfortunately that
broke --only-downloads a lot of the time. This fixes that.

Also contains @Osyotr 's fixes from
https://github.com/microsoft/vcpkg/pull/37190 to coalesce world rebuilds
a bit, so repeating comments from there:

[vcpkg_from_git] Improve diagnostics. (#36539)
While authoring vcpkg_from_git to authenticated servers documentation,
@JavierMatosD and I discovered some failure modes that are not clear in
the output.

Example with REF set to a branch name:

[poppler] Fix poppler/paraview name clash (#35472)
Cherry-picked from #35437:
Add a test port which covers non-default features of `gdal`. 
Fix duplicate symbol definition in poppler and paraview found by the
test-port.

[libmad] Add aso to default features (#37154)
A small follow-up to #37088, which unintentionally disabled asm
optimizations on non-WASM platforms.

[libflac] Add stack-protector to default features (#37155)
A small follow-up to #37086, which unintentionally disabled the stack
protector on non-WASM platforms.

This adds it to the set of default features (on all non-WASM platforms),
which should fix this.

Change Android docker hosts to CBL-Mariner (#37130)
CBL-Mariner ( https://github.com/micro…soft/azurelinux )

This resolves a Service360 alert caused by Ubuntu refusing to make a
security patch publicly available for Ubuntu 22.04 LTS, see
https://ubuntu.com/security/notices/USN-6472-1 .

It seems likely that we will need to reconsider Ubuntu being our
'default' test environment following this type of behavior, since it's
likely vcpkg customers will be similarly affected.

[pcre2] Disable JIT when targeting iOS (#37059)
PCRE2 JIT compilation is unsupported on iOS as per
https://codereview.qt-project.org/c/qt/qtbase/+/204514

Since our Qt port uses the separately built `pcre2` port (instead of the
bundled version):

...the linked Qt fix doesn't apply to us, so we'll have to disable it
explicitly.

[libmad] Fix WASM build by disabling asm-based optimizations (#37088)
Fixes #37087

This disables architecture-specific optimizations when targeting WASM.
The root issue is that `libmad`'s CMake configuration seems to detect
WASM as an Intel CPU (via `CMAKE_SYSTEM_PROCESSOR`) and then tries to
use arch-specific assembly, which results in the build errors from the
linked issue.

[rubberband] Use FFTW3 when targeting iOS or WASM (#37101)
`sleef` currently has some issues cross-compiling (see #37091),
preventing `rubberband` from building.

Using FFTW as the FFT backend when targeting iOS or WASM/Emscripten
therefore fixes the cross-build for `rubberband`. Since we already use
FFTW on arm64 macOS, using it on iOS too should also make things a bit
more consistent.

[soundtouch] Fix WASM build by using -O3 instead of -Ofast (#37103)
Fixes #37102 

The `-Ofast` option is unfortunately not supported by Emscripten yet (as
per https://github.com/emscripten-core/emscripten/pull/11884), therefore
we have to patch around this for now.

Once the upstream PR is merged and released, we can remove this:

[sqlite3] Ability to enable the database snapshot (#36925)
This PR adds a configuration option that allows you to enable snapshots
of SQLite3.

https://sqlite.org/c3ref/snapshot.html

The main use case is handling in WAL mode. Previously, SQLite3 in vcpkg
did not support database snapshot handling. This PR will extend the
functionality of SQLite3 by supporting it.

[taglib] Fix WASM build by patching out wchar_t check (#37105)
Fixes #37104 

This fixes the WASM build by patching out the `wchar_t` size check when
targeting WASM/Emscripten. From what I have read, `wchar_t` defaults to
32-bit when targeting Emscripten and uses 16-bit even when
`-fshort-wchar` is set, both of which should be enough for a UTF-16 code
unit, which is presumably what this check verifies.

Feel free to suggest better solutions, since this feels a bit hacky,
even if it works.

[z_vcpkg_setup_pkgconfig_path] debug needs share/pkgconfig (#36151)
Pass `share/pkgconfig` instead of `debug/share/pkgconfig`: The `share`
location is for config-independent data.
Integrate `CURRENT_PACKAGES_DIR` locations.
Change the function interface to take a CONFIG parameter instead of
prefix list (suggested below).
Use `z_vcpkg_setup_pkgconfig_path` also for `vcpkg_fixup_pkgconfig`
(which already had proper handling of `CURRENT_PACKAGES_DIR` and
`share`).
Remove redundant trailing slash.
Extend unit test.

Fixes consuming `wayland-protocols` and similar.
