The ports generate pc files, but don't call vcpkg_fixup_pkgconfig() so that there are absolute paths in the pc files

* Update port-version for armadillo and polyclipping.

eae7c5a75b Add zziplib port 
To facilitate support of VS2015 in all the different configurations,
a CMake-based build system based on the one found in
https://sourceforge.net/p/zziplib/patches/17/
is used.
