dbus-daemon, dbus-launch and the other executables in the dbus port are
integral components of the D-Bus system. libdbus-1 is of no utility in
itself without dbus-daemon. A case could be made that libdbus-1 in Vcpkg
could be used on Linux against the distro-provided dbus-daemon, but this
is not true on Windows and other platforms where the dbus package is
also available (and usefully so). Therefore these executables must be
treated as first-class artifacts in the vcpkg port that can be installed
along with shared libraries to a prefix by consuming applications.
The release version of the dbus-* executables are available in the tools
folder, but that leaves a hole for dynamically linked debug builds.
These cannot install the dbus-* executables from the tools folder as
they are release binaries that are not (necessarily) compatible with the
installed libdbus-1.so/dll and other shared library dependencies. To
properly support debug builds with dynamic linking the debug variant of
these executables must also be preserved. They cannot be moved to
tools/<port>/debug as that change of directory layout is not compatible
with the RUNPATH in the executables [$ORIGIN:$ORIGIN/../../lib]. Instead
all dbus-* executables are left in the bin and bin/debug layout.

In addition to updating for the latest release on GitHub, this adds
support for three new *features*:
* **jpeg** this adds JPEG support for Linux (Windows already supports
JPEG via the built-in WIC codec)
* **png** this adds PNG support for Linux (Windows already supports PNG
via the built-in WIC codec)
* **xbox** this builds the library for PC but with Xbox extensions for
development. Requires the Microsoft GDKX. By default it targets Xbox
Series X|S. To target Xbox One instead, you can use a triplet variable
as described in the update usage.

Fixes#33512.
DCMTK comes with a vendored version of libjpeg that has custom
adjustments (e. g. a special lossless mode ).
The vendored version of libjpeg has conflicting symbols with the
libjpeg-turbo>=3.0.0 library that is built and linked in by vcpkg via
transitive dependencies, e.g. when linking in `tiff` support, where
libtiff has been built with `jpeg` support.
This PR implements a search and replace operation that prefixes the
exported symbols of the vendored libjpeg version with `dcmtk_`, thus
enabling us to link against both the vendored and the vcpkg version of
libjpeg at the same time without conflicting symbols.
The generated static library files have been checked with `nm -g
libijg{8,12,16}.a | grep -v dcmtk_` to see if there are any exported
symbols without `dcmtk_` remaining. There are none except for
`0000000000000000 B jaritab` which is not defined in `libjpeg.a`.
The PR has been tested with x64-linux and arm64-osx triplets and builds
`dcmtk[tools,tiff,zlib]` cleanly.
In order to fix#33512, we have to work around that vendored version of
libjpeg one way or another.
