[dcmtk] Add prefix to vendored libjpeg symbols (#36274)

Fixes #33512.

DCMTK comes with a vendored version of libjpeg that has custom
adjustments (e. g. a special lossless mode ).
The vendored version of libjpeg has conflicting symbols with the
libjpeg-turbo>=3.0.0 library that is built and linked in by vcpkg via
transitive dependencies, e.g. when linking in `tiff` support, where
libtiff has been built with `jpeg` support.

This PR implements a search and replace operation that prefixes the
exported symbols of the vendored libjpeg version with `dcmtk_`, thus
enabling us to link against both the vendored and the vcpkg version of
libjpeg at the same time without conflicting symbols.

The generated static library files have been checked with `nm -g
libijg{8,12,16}.a | grep -v dcmtk_` to see if there are any exported
symbols without `dcmtk_` remaining. There are none except for
`0000000000000000 B jaritab` which is not defined in `libjpeg.a`.

The PR has been tested with x64-linux and arm64-osx triplets and builds
`dcmtk[tools,tiff,zlib]` cleanly.

In order to fix #33512, we have to work around that vendored version of
libjpeg one way or another.

Avoiding the vendored dependency would imply creating a dcmtk-jpeg

[ceres] Add feature schur (#36792)
This small PR adds a default feature `schur` to control the
`SCHUR_SPECIALIZATIONS` option in Ceres. It remains on by default.

As described briefly in the
[documentation](http://ceres-solver.org/installation.html#options-controlling-ceres-configuration),
`SCHUR_SPECIALIZATIONS` enables some template specializations which
improve runtime performance of the `SPARSE_SCHUR` solver, but it
requires a large number of explicit instantiations and generates large
object files—large enough to require `/bigobj` in MSVC. This can cause
issues with some compilers particularly in constrained environments.

I'm not entirely sure that I did the right thing. Previous versions were
having troubles building on arm, so they specified `"supports": "!arm"`
in `vcpkg.json`. These issues should be fixed now, although I had
minimal access to ARM devices/cross compilation tools to properly test
this. Should I add an explicit list of supported platforms instead?

[libheif] x265 as feature to allow non-GPL build (#36857)
x265 is still included as a default feature when installed as:

`vcpkg.exe install libheif`

but to avoid linking to a GPL library, x265 can now be optionally
excluded with:

`vcpkg.exe install libheif[core,libde265]`

 (libheif cannot encode without x265, only decode)

This update makes skia use vcpkg vulkan. There are still vendored
dependencies (abseil, spirv-*, maybe also dawn, graphite), but I don't

[blaze] Add lapack and openmp features (#36786)
Hi, this PR adds two feature flags to Blaze to allow for a minimal
'core' installation:

1. `lapack`: LAPACK/BLAS is currently a default dependency, but its only
required for certain matrix operations and `BLAZE_BLAS_MODE` which is
off by default. See
[CMakeLists.txt#L65-L75](3156507a4b/CMakeLists.txt (lines-65):75).
2. `openmp`: The absence of this flag actually disables SMP support
entirely, so it might be better to just use `smp` instead. Thoughts? I
used `openmp` for consistency with the existing port which explicitly
sets the threading library via `BLAZE_SMP_THREADS=OpenMP`. In any case,
Blaze defaults to OpenMP and removes `BLAZE_SMP_THREADS` from cache when
`BLAZE_SHARED_MEMORY_PARALLELIZATION` is turned off. See
[CMakeLists.txt#L297-L304](3156507a4b/CMakeLists.txt (lines-297):304).

Both of these are still set as default features to ensure compatibility,
though I think the default LAPACK REQUIRED as a reminder to package
maintainers might be a bit excessive! If you're using LAPACK, you
probably aren't relying on Blaze to import it for you. That's probably
more of a discussion for upstream in any case.

[opentelemetry-cpp] add ETW as dependence of Geneva feature (#36907)
opentelemetry-cpp[geneva] depends on opentelemetry-cpp[etw] on Windows,
as the Geneva exporter applies header files on top of ETW exporter
header files. Without declaration this dependency in vcpkg, the user
would need to install both features manually to make it work, like
opentelemetry[etw,geneva].

Upgrade to v1.14.0 release of OpenTelemetry-Cpp

https://github.com/open-telemetry/opentelemetry-cpp/releases/tag/v1.14.0.

The opentelemetry-cpp[geneva] feature was also updated to reflect the
change in v1.14.0

The port opentelemetry-fluentd depends on opentelemetry-cpp, and it is
broken on this upgrade, so it is deleted because it has been moved to

This PR updates the `opengl-registry` and `egl-registry` ports to the
latest version. In addition both ports have broken copyright information
as both repositories are using individual licenses for each file. I
tried to fix this by including a vendored copyright file for the
`egl-registry` port. For `opengl-registry` I have just included a note
that all files are individually licensed. A proper fix for this seems to
be already worked on in #28644.

[neargye-semver] use find-package support in vcpkg port (#36862)
Originally, this port copied the single header provided by the upstream
into the install destination. This required consumers to use the package
via `find_path(semver.hpp)`, which is less robust, is inconsistent, and
doesn't use targets.

These changes update the vcpkg port to leverage the config-file package
offered by [neargye/semver](https://github.com/Neargye/semver). With
this, consumers use the package through `find_package(neargye-semver
CONFIG), and the target `semver::semver`.

- Fixed uAMQP connection channel so that a channel is released when an END performative is received from the remote node instead of when the END performative is sent to the remote node.
- Enabled more than one uAMQP session to be created on a single connection.

[protobuf] Delete unused backends from sources. (#36377)
We have an internal Microsoft report of dependency tracking tools complaining about requirements.txt in the Python backend of protobuf after a build. It's just as likely that similar alerts will be fired for other unused language backends. However, they're unused, so we can delete them.
