vulkan-extensionlayer provides a JSON manifest directory
which can be added to the environment variable VK_ADD_LAYER_PATH:

  Windows: <vcpkg-install-root>/bin
  Other:   <vcpkg-install-root>/share/vulkan/explicit_layers.d
