[easyloggingpp] Fix pkgconfig and add usage (#36851 )

Fix #36726 

### Changes
* Patch `easyloggingpp/CMakeLists.txt` to change
`ELPP_PKGCONFIG_INSTALL_DIR` from `share/pkgconfig` to `lib/pkgconfig`.
* Patch `easyloggingpp/cmake/easyloggingpp.pc.cmakein` to add `libdir`
and `Libs`
* Add `usage` about `FindPkgConfig` module

 easyloggingpp can be imported via CMake FindPkgConfig module:
     find_package(PkgConfig REQUIRED)
     pkg_check_modules(easyloggingpp easyloggingpp REQUIRED IMPORTED_TARGET)
     target_link_libraries(main PRIVATE PkgConfig::easyloggingpp)
