Anton Kolesnyk 8150939b69 [azure-*-cpp] Add HEAD_REF to manifests (#38331) ... In #38085, we released 4 azure SDK libraries, and updated port manifest files to use `HEAD_REF` and `${VERSION}`. This PR updates the rest of the https://github.com/Azure/azure-sdk-for-cpp/ ports to have the same changes, and also updates the remaining Azure SDK for C++ ports to have multi-line `$comment`.
