* run `./vcpkg x-add-version --all --overwrite-version`
* Bump gtl version to 1.1.8
* run `./vcpkg x-add-version --all --overwrite-version`
* Replace hard coded version with `"v${VERSION}"`
* update gtl.json
* Fix version database.
