[robotraconteur] Update to version v1.2.0 (#38573)

This PR updates the version and makes two changes to the
`robotraconteur` port:

- Sets `CMAKE_CXX_STANDARD=11` to force C++11 support on all platforms.
By default Robot Raconteur builds for C++98 on Linux.
- Adds `arm` architecture for `linux` platform to `supports` in
`vcpkg.json`.
