ts: refactor OpenCV tests
...
- removed tr1 usage (dropped in C++17)
- moved includes of vector/map/iostream/limits into ts.hpp
- require opencv_test + anonymous namespace (added compile check)
- fixed norm() usage (must be from cvtest::norm for checks) and other conflict functions
- added missing license headers

core(perf): refactor kmeans test
...
- don't use RNG for "task size" parameters (N, K, dims)
- add "good" kmeans test data (without singularities: K > unique points)

Refactored performance tests. TEST_CYCLE macro is renamed to TEST_CYCLE_N; SIMPLE_TEST_CYCLE is renamed to TEST_CYCLE; from now 100 iterations are default for performance tests
