In an internal version of Visual Studio, `arrow`, `concurrencpp` and
`qtwebengine` install failed with following error:

This issue caused by the STL PR:
https://github.com/microsoft/STL/pull/4633, and according to Stephan's
suggestion, the affected files need to include the `Standard <string>
header`.

For simplicity, always acquire `PKGCONFIG`:
It is needed by multiple features, and on `UNIX`, curl's find modules
will try to load it for determining package hints.
- **[cpprestsdk] fix clang build on new zlib**
- **./vcpkg x-add-version --all**
Defining `dllimport` is *bad* and breaks clang, and since this is in
maintaince mode they aren't going to fix it.
This had the ability to blow up projects before, but newer zlib versions
use `__has_declspec_attribute`, so that makes it impossible to even
_build_ cpprestsdk on systems like these (I'm on Fedora 40).

Fix one of https://github.com/microsoft/vcpkg/issues/32398 issue.
The local test is compiled and passed under Linux. However, there is no
clang compiler on the CI environment, causing the compilation to fail,
so the restrictions in ci.baseline.txt cannot be lifted.

1. Apologies for the _huge_ PR, but these packages are interdependent,
making it difficult to separate them into individual PRs.
2. The main focus of this PR is to update the following ports: folly,
fizz, wangle, proxygen, mvfst, and fbthrift. Additionally, rsocket needs
to be updated due to its reliance on folly. It is concerning that
rsocket has not been updated since 2021, while folly is actively
developed and maintained.
3. This PR also consolidates some patches into a single one, as some
patches modify the same file.
4. I need to include the cachelib package in the CI baseline file
because it depends on the libaio system package. I can achieve a
successful build locally when libaio is installed. Note that cachelib is
also updated to the latest available version.

When you install curl[tool,idn2] with vcpkg, and the you do:

```
You can see the lib that it install with, and even you install the
feature idn2, it missing. I fix it.
It should look similar to that:

This updates the cppwinrt port to use the latest
Microsoft.Windows.CppWinRT package from NuGet. Includes clean up of the
portfile for modern best practices.
This also cleans up the cmake integration:
* Uses `cppwinrt_FOUND` instead of the nonstandard `CppWinRT_FOUND`
* Provides `CPPWINRT_TOOL` for being able to generate C++/WinRT headers
from .winmd files as custom commands
Microsoft's C++ standard library recently merged microsoft/STL#4405 to
remove the internal `_STRINGIZE` macro. `chakracore` was using this MSVC
internal macro, so `avoid_msvc_internal_STRINGIZE.patch` was added to
adapt it to the microsoft/STL changes. Reference:

This small PR adds a default feature `schur` to control the
`SCHUR_SPECIALIZATIONS` option in Ceres. It remains on by default.
As described briefly in the
[documentation](http://ceres-solver.org/installation.html#options-controlling-ceres-configuration),
`SCHUR_SPECIALIZATIONS` enables some template specializations which
improve runtime performance of the `SPARSE_SCHUR` solver, but it
requires a large number of explicit instantiations and generates large
object files—large enough to require `/bigobj` in MSVC. This can cause
issues with some compilers particularly in constrained environments.
