0136711cf4 Adds fitEllipseAMS to imgproc: The Approximate Mean Square (AMS) proposed by Taubin 1991. 
Adds fitEllipseDirect to imgproc: The Direct least square (Direct) method by Fitzgibbon1999.

New Tests are included for the methods.
fitEllipseAMS Tests
fitEllipseDirect Tests

Comparative examples are added to fitEllipse.cpp in Samples.

216baf5b11 Speedup of arcLength 
By my tests, this version of cv::arcLength is almost 10% faster than the
one using a buffer it replaces.

8a4a1bb018 Several type of formal refactoring: 
1. someMatrix.data -> someMatrix.prt()
2. someMatrix.data + someMatrix.step * lineIndex -> someMatrix.ptr( lineIndex )
3. (SomeType*) someMatrix.data -> someMatrix.ptr<SomeType>()
4. someMatrix.data -> !someMatrix.empty() ( or !someMatrix.data -> someMatrix.empty() ) in logical expressions
