* Replaced most remaining sprintf with snprintf

Some functions were changed to take another parameter: the size of the buffer, so that they can pass that size on to snprintf.
* significantly reduced OpenCV binary size by disabling IPP calls in some OpenCV functions: Sobel, Scharr, medianBlur, GaussianBlur, filter2D, mean, meanStdDev, norm, sum, minMaxIdx, sort.
* re-enable IPP in norm, since it's much faster (without adding too much space overhead)
Exceptions caught by value incur needless cost in C++, most of them can
be caught by const-reference, especially as nearly none are actually
used. This could allow compiler generate a slightly more efficient code.
If there are no OpenCL/UMat methods calls from application.
OpenCL subsystem is initialized:
- haveOpenCL() is called from application
- useOpenCL() is called from application
- access to OpenCL allocator: UMat is created (empty UMat is ignored) or UMat <-> Mat conversions are called
Don't call OpenCL functions if OPENCV_OPENCL_RUNTIME=disabled
(independent from OpenCL linkage type)
- Optimizations set change. Now IPP integrations will provide code for SSE42, AVX2 and AVX512 (SKX) CPUs only. For HW below SSE42 IPP code is disabled.
- Performance regressions fixes for IPP code paths;
- cv::boxFilter integration improvement;
- cv::filter2D integration improvement;
* OpenVX HAL updated to use generic OpenVX wrappers

This ocl kernel is 46%~171% faster than current laplacian 3x3
ocl kernel in the perf test, with image format "CV_8UC1".
