i don't know why adding the config wrapper at the beginning results in a
missing file in the end, but at least in this way it works.
Could it be that including a portfile in a portfile triggers any cleanup
in the packages folder?

This new overlay-port introduces the ProjectM Expression Evaluation
Library, which is a prerequisite for building the ProjectM Library. This

Without this fix, vtk doesn't compile.
Before, HPDF_DLL was forced for shared library. But enabling HPDF_DLL
will prefix all functions with `__stdcall`. This should be done only for
Windows.

In the patch `vcpkg/ports/opencv4/0023-fix-no-flatbuffers.patch`, Jim
disabled the procedure of `Flatbuffers` detection introduced by the
previous patch `0017-fix-flatbuffers.patch`, which has correctly fixed
the `flatbuffers`-related issues.

In `vcpkg/ports/opencv4/vcpkg.json` we can see, `flatbuffers` is only
the dependency of feature `dnn`:
