c7cb116dc0 check FP16 build condition correctly 
* use __GNUC_MINOR__ in correct place to check the version of GCC
  * check processor support of FP16 at run time
  * check compiler support of FP16 and pass correct compiler option
  * rely on ENABLE_AVX on gcc since AVX is generated when mf16c is passed
  * guard correctly using ifdef in case of various configuration
  * use v_float16x4 correctly by including the right header file

903789f7af use universal intrinsic for FP16 
* use v_float16x4 (universal intrinsic) instead of raw SSE/NEON implementation
  * define v_load_f16/v_store_f16 since v_load can't be distinguished when short pointer passed
  * brush up implementation on old compiler (guard correctly)
  * add test for v_load_f16 and round trip conversion of v_float16x4
  * fix conversion error

- modify the Base64 functions to compatible with `cvWriteRawData` and so

The three new functions:

1dd7f546af CommandLineParser: add special <none> value to disallow empty strings 
some mandatory string keys like paths must not be empty. Add the special
default value `<none>` so the CommandLineParser can enforce this and
generate an according error message for us.

requesting a previously undeclared key is most likely an programming

7a52c3d9f1 1) make sure Python 2.7 is detected on Ubuntu (including libs) when it's there. 
2) disable IPP on 32-bit Linux when OpenCV is built as shared libs. Otherwise we get linker errors
3) disable IPP's minMaxIdx 32-bit floating-point flavor in a hope that it fixes some test failures

cdd23440c9 Adding support for WinRT(WinPhone 8/8.1 and Win Store) via CMake 3.1 
- Substituted HAVE_WINRT with WINRT
- Fixed compilation issues in ocl.cpp and parallel.cpp
- Fixed compiler issue for WP8: "C2678: binary '+' : no operator found which takes a left-hand - Fixed gitignore
- Added #ifdef HAVE_OPENCL to remove compiler warnings in ocl.cpp
- Used NO_GETENV similar to '3rdparty\libjpeg\jmemmgr.c;
- Added ole32.lib for core module (for WindowsStore 8.0 builds)
- Made OpenCV_ARCH aware of ARM

7b0d1c932e Get rid of sysctl includes on Linux. 
The 'sysctl' syscall has been strongly deprecated on Linux for ages.
Currently, on old architectures it will spam syslog whenever used, and on
newer ones it's missing from the headers altogether.  Opencv has migrated
away on Linux already, but #includes were left lingering.  This commit
removes them on non-__APPLE__, unbreaking x32 (and probably others).
